100 Low Lead

Can anyone explain why it is taking the big engine manufacturers Continental and Lycoming so long to modify and certify their engines to run properly on unleaded fuel. Not that this is a big problem with us helicopter pilots especially since only a few makes run on 100LL, but what is the problem? I've heard that especially in eastern nations, leaded aviation fuel is becoming more and more scarce.
