CARS 625 Appendix A provides a list of all tasks that are classified as 'elementary maintenance'.

Changing the IBF filter is not one of them.

Why not? Is it not an air filter? There are privately operated helicopters out there.

You can change air filters on small private aircraft, the intent (I would think) being unpressurized, piston-powered, non-commercial aircraft. I suppose one could stretch it out to include any non-commercial aircraft under the weight limit, which unfourtunately still dosen't help any of us working in commercial ops.
