Can you explain?

 

A credit is applied at a set percentage, usually the lowest tax bracket as in the case for tuition. A deduction is applied at the marginal tax rate.

 

I should also clarify that it is possible to use tuition towards a tax deduction in some special cases. A good example would be a contract VFR pilot paying for an IFR or ATPL ticket to be eligible for contract positions requiring those qualifications. This would be a business expense to support their business activity and therefore would be eligible as a deduction.
