If so, does it still look like reckless use of an aircraft, endangering people on the ground and in the aircraft? (redneck chairlift operator!!) It is class D human external cargo below the skids, pretty hard to prove the skier could go up the hill without the use of the helicopter eh. Just plain dumbass. CARs states:"702.21 (1) Subject to subsection (2), no air operator shall operate a helicopter to carry a helicopter Class D external load unless..." How do the regs apply to someone who is not an air operator? If someone doing something similar was not operating a commercial air service (ie privately owned helicopter), are there regulations that define how they are allowed to conduct external load operations (if at all)?
