1000 Ft Circuits

Even though I have ( on occasion ) flew staight in , or avoided the fixed wing circuit (500 ft, and right hand) at an airport, and , have talked to T.C. about the unwritten rule of avoiding the fixed wing circuit, which they said was no problem. It has come to my attention that pilots have had enforcements against them for doing so. What do you do?
