It depends what year the aircraft is manufactured. The 212S even though they dont zero the airframe is considered a "new" aircraft and so they are subject to the newer regulations. 205's and 212's manufactured before that certain date (I dont remember what it is sometime in the mid 90s I think) dont have to follow those rules. I dont think it matters if its a single engine or twin engine. There is an op spec for carying extra people in a single its just over 9 pax on newer airframes you have to start carrying all kinds extra gear like voice recorders, flight data recorders, life jackets etc.
