CTD...what is the fin on top of the 212...obviously an antenna of kind but what?

It's the Dihedral Sail, originally installed on all IFR Bell 212s with the Bell AFCS to improve stability in the roll axis. Sometime in the 90s (I believe) it was allowed to be removed.

 

And carholme - not all late-model IFR 212s had the Sperry. It was optional. The Bell AFCS was produced right to the end.
